Why We Started Qamar

At Qamar, we started with one simple question: Why is finding the right talent in the Middle East still so hard, for both companies and candidates?

After countless conversations with business owners, HR leaders, and job seekers across the region, one thing became clear: the frustration is mutual. HR managers are overwhelmed by the sheer volume of CVs, often struggling to identify candidates who are not only qualified but truly driven to grow within an organization. On the other hand, there is a large pool of highly educated, experienced professionals - many of whom held senior roles in their home countries - who find it nearly impossible to break through the noise and secure meaningful roles after relocating to the Middle East.

The Founders

When Frederick Verhelst and Katleen Penel founded Qamar Talent, they shared one clear purpose: to put people at the heart of business success. Hiring new talent should never be just about filling a position, it’s about understanding people, potential, and long-term fit. Because when people grow, companies grow.

Combining decades of experience, both founders bring complementary strengths to the table, in every step of the process. Katleen is all about structure, depth, and a talent for reading people; whereas Frederick adds speed, strategy and the ability to see fit where others might miss it. Together, they offer something different, something new: a blend of empathy and decisiveness, gut feeling and grounded process.
